On the 27th of April 2006, the local council of the city of Konstanz accepted the donation agreement between the Johannes Dörflinger foundation and the cities of Konstanz and Kreuzlingen with an overwhelming majority. Furthermore, the board approved of the arrangement between the two cities of Konstanz und Kreuzlingen concerning the installation, maintenance and illumination of the sculpture border, and the apportionment of expenses arising for both cities. To realize the sculpture border, the administration members have estimated the unbudgeted costs for work preparation and fieldwork at 25.000 Euro. Johannes Dörflinger has designed a work of art for the sculpture border comprising 22 individual sculptures which have been erected on an area along the line of the border, appoximately 280 metres in total length. The Dörflinger foundation bears the costs for the sculptures and the foundations, as well as the expenses for the illumination. All in all, the foundation has invested an amount of about 633.000 Euro (1.000.000 Swiss Francs). Mayors Horst Frank and Josef Bieri had launched the joint initiative for tearing down the border fence on the area of Klein Venedig in 2004.
The town council of Kreuzlingen had already accepted the donation agreement between the Johannes Dörflinger foundation and the cities of Kreuzlingen and Konstanz at an earlier time.
